1Woe to her that is filthy and polluted, to the oppressing city!
2She obeyed not the voice; she received not correction; she trusted not in the LORD; she drew not near to her God.
3Her princes within her are roaring lions; her judges are evening wolves; they gnaw not the bones till the morrow.
4Her prophets are light and treacherous persons: her priests have polluted the sanctuary, they have done violence to the law.
5The just LORD is in the midst thereof; he will not do iniquity: every morning doth he bring his judgment to light, he faileth not; but the unjust knoweth no shame.
6I have cut off the nations: their towers are desolate; I made their streets waste, that none passeth by: their cities are destroyed, so that there is no man, that there is none inhabitant.
7I said, Surely thou wilt fear me, thou wilt receive instruction; so their dwelling should not be cut off, howsoever I punished them: but they rose early, and corrupted all their doings.
8Therefore wait ye upon me, saith the LORD, until the day that I rise up to the prey: for my determination is to gather the nations, that I may assemble the kingdoms, to pour upon them mine indignation, even all my fierce anger: for all the earth shall be devoured with the fire of my jealousy.
9For then will I turn to the people a pure language, that they may all call upon the name of the LORD, to serve him with one consent.
10From beyond the rivers of Ethiopia my suppliants, even the daughter of my dispersed, shall bring mine offering.
11In that day shalt thou not be ashamed for all thy doings, wherein thou hast transgressed against me: for then I will take away out of the midst of thee them that rejoice in thy pride, and thou shalt no more be haughty because of my holy mountain.
12I will also leave in the midst of thee an afflicted and poor people, and they shall trust in the name of the LORD.
13The remnant of Israel shall not do iniquity, nor speak lies; neither shall a deceitful tongue be found in their mouth: for they shall feed and lie down, and none shall make them afraid.
14Sing, O daughter of Zion; shout, O Israel; be glad and rejoice with all the heart, O daughter of Jerusalem.
15The LORD hath taken away thy judgments, he hath cast out thine enemy: the king of Israel, even the LORD, is in the midst of thee: thou shalt not see evil any more.
16In that day it shall be said to Jerusalem, Fear thou not: and to Zion, Let not thine hands be slack.
17The LORD thy God in the midst of thee is mighty; he will save, he will rejoice over thee with joy; he will rest in his love, he will joy over thee with singing.
18I will gather them that are sorrowful for the solemn assembly, who are of thee, to whom the reproach of it was a burden.
19Behold, at that time I will undo all that afflict thee: and I will save her that halteth, and gather her that was driven out; and I will get them praise and fame in every land where they have been put to shame.
20At that time will I bring you again, even in the time that I gather you: for I will make you a name and a praise among all people of the earth, when I turn back your captivity before your eyes, saith the LORD.

3Her princes in the midst of her are roaring lions; her judges are evening wolves; they leave nothing till the morrow.
4Her prophets are light and treacherous persons; her priests have profaned the sanctuary, they have done violence to the law.
5Jehovah in the midst of her is righteous; he will not do iniquity; every morning doth he bring his justice to light, he faileth not; but the unjust knoweth no shame.
6I have cut off nations; their battlements are desolate; I have made their streets waste, so that none passeth by; their cities are destroyed, so that there is no man, so that there is no inhabitant.
7I said, Only fear thou me; receive correction; so her dwelling shall not be cut off, [according to] all that I have appointed concerning her: but they rose early and corrupted all their doings.
8Therefore wait ye for me, saith Jehovah, until the day that I rise up to the prey; for my determination is to gather the nations, that I may assemble the kingdoms, to pour upon them mine indignation, even all my fierce anger; for all the earth shall be devoured with the fire of my jealousy.
9For then will I turn to the peoples of a pure language, that they may all call upon the name of Jehovah, to serve him with one consent.
10From beyond the rivers of Ethiopia my suppliants, even the daughter of my dispersed, shall bring mine offering.
11In that day shalt thou not be put to shame for all thy doings, wherein thou hast transgressed against me; for then I will take away out of the midst of thee thy proudly exulting ones, and thou shalt no more be haughty in my holy mountain.
12But I will leave in the midst of thee an afflicted and poor people, and they shall take refuge in the name of Jehovah.
13The remnant of Israel shall not do iniquity, nor speak lies; neither shall a deceitful tongue be found in their mouth; for they shall feed and lie down, and none shall make them afraid.
14Sing, O daughter of Zion; shout, O Israel; be glad and rejoice with all the heart, O daughter of Jerusalem.
15Jehovah hath taken away thy judgments, he hath cast out thine enemy: the King of Israel, even Jehovah, is in the midst of thee; thou shalt not fear evil any more.
16In that day it shall be said to Jerusalem, Fear thou not; O Zion, let not thy hands be slack.
17Jehovah thy God is in the midst of thee, a mighty one who will save; he will rejoice over thee with joy; he will rest in his love; he will joy over thee with singing.
18I will gather them that sorrow for the solemn assembly, who were of thee; [to whom] the burden upon her was a reproach.
19Behold, at that time I will deal with all them that afflict thee; and I will save that which is lame, and gather that which was driven away; and I will make them a praise and a name, whose shame hath been in all the earth.
20At that time will I bring you in, and at that time will I gather you; for I will make you a name and a praise among all the peoples of the earth, when I bring back your captivity before your eyes, saith Jehovah.

2She is disobedient; she has refused correction. She does not trust the Lord; she has not sought the advice of her God.
3Her princes are as fierce as roaring lions; her rulers are as hungry as wolves in the desert, who completely devour their prey by morning.
4Her prophets are proud; they are deceitful men. Her priests have defiled what is holy; they have broken God’s laws.
5The just Lord resides within her; he commits no unjust acts. Every morning he reveals his justice. At dawn he appears without fail. Yet the unjust know no shame.
6“I destroyed nations; their walled cities are in ruins. I turned their streets into ruins; no one passes through them. Their cities are desolate; no one lives there.
7I thought, ‘Certainly you will respect me! Now you will accept correction!’ If she had done so, her home would not be destroyed by all the punishments I have threatened. But they eagerly sinned in everything they did.
8Therefore you must wait patiently for me,” says the Lord, “for the day when I attack and take plunder. I have decided to gather nations together and assemble kingdoms, so I can pour out my fury on them— all my raging anger. For the whole earth will be consumed by my fiery anger.
9Know for sure that I will then enable the nations to give me acceptable praise. All of them will invoke the Lord’s name when they pray and will worship him in unison.
10From beyond the rivers of Ethiopia, those who pray to me, my dispersed people, will bring me tribute.
11In that day you will not be ashamed of all your rebelliousness against me, for then I will remove from your midst those who proudly boast, and you will never again be arrogant on my holy hill.
12I will leave in your midst a humble and meek group of people, and they will find safety in the Lord’s presence.
13The Israelites who remain will not act deceitfully. They will not lie, and a deceitful tongue will not be found in their mouths. Indeed, they will graze peacefully like sheep and lie down; no one will terrify them.”
14Shout for joy, Daughter Zion! Shout out, Israel! Be happy and boast with all your heart, Daughter Jerusalem!
15The Lord has removed the judgment against you; he has turned back your enemy. Israel’s king, the Lord, is in your midst! You no longer need to fear disaster.
16On that day they will say to Jerusalem, “Don’t be afraid, Zion! Your hands must not be paralyzed from panic!
17The Lord your God is in your midst; he is a warrior who can deliver. He takes great delight in you; he renews you by his love; he shouts for joy over you.”
18“As for those who grieve because they cannot attend the festivals— I took them away from you; they became tribute and were a source of shame to you.
19Look, at that time I will deal with those who mistreated you. I will rescue the lame sheep and gather together the scattered sheep. I will take away their humiliation and make the whole earth admire and respect them.
20At that time I will lead you— at the time I gather you together. Be sure of this! I will make all the nations of the earth respect and admire you when you see me restore you,” says the Lord.

4Her prophets are arrogant and treacherous people. Her priests have profaned the sanctuary. They have done violence to the law.
5Yahweh, within her, is righteous. He will do no wrong. Every morning he brings his justice to light. He doesn’t fail, but the unjust know no shame.
6I have cut off nations. Their battlements are desolate. I have made their streets waste, so that no one passes by. Their cities are destroyed, so that there is no man, so that there is no inhabitant.
7I said, “Just fear me. Receive correction, so that her dwelling won’t be cut off, according to all that I have appointed concerning her.” But they rose early and corrupted all their doings.
8“Therefore wait for me”, says Yahweh, “until the day that I rise up to the prey, for my determination is to gather the nations, that I may assemble the kingdoms, to pour on them my indignation, even all my fierce anger, for all the earth will be devoured with the fire of my jealousy.
9For then I will purify the lips of the peoples, that they may all call on Yahweh’s name, to serve him shoulder to shoulder.
10From beyond the rivers of Cush, my worshipers, even the daughter of my dispersed people, will bring my offering.
11In that day you will not be disappointed for all your doings, in which you have transgressed against me; for then I will take away out from among you your proudly exulting ones, and you will no more be haughty in my holy mountain.
12But I will leave among you an afflicted and poor people, and they will take refuge in Yahweh’s name.
13The remnant of Israel will not do iniquity, nor speak lies, neither will a deceitful tongue be found in their mouth, for they will feed and lie down, and no one will make them afraid.”
14Sing, daughter of Zion! Shout, Israel! Be glad and rejoice with all your heart, daughter of Jerusalem.
15Yahweh has taken away your judgments. He has thrown out your enemy. The King of Israel, Yahweh, is among you. You will not be afraid of evil any more.
16In that day, it will be said to Jerusalem, “Don’t be afraid, Zion. Don’t let your hands be weak.”
17Yahweh, your God, is among you, a mighty one who will save. He will rejoice over you with joy. He will calm you in his love. He will rejoice over you with singing.
18I will remove those who grieve about the appointed feasts from you. They are a burden and a reproach to you.
19Behold, at that time I will deal with all those who afflict you, and I will save those who are lame, and gather those who were driven away. I will give them praise and honor, whose shame has been in all the earth.
20At that time will I bring you in, and at that time will I gather you; for I will give you honor and praise among all the peoples of the earth, when I restore your fortunes before your eyes, says Yahweh.
Summary
After pronouncing woe on Jerusalem's rebellious leaders, God promises to purify the nations, gather His afflicted people, and rejoice over them with singing — "He will quiet you by His love."

Reflection
- 1. God SINGS over you (v.17). Let this truth penetrate: the Almighty God, the Creator of all music, lifts His voice in joyful song over YOU. You are not merely tolerated, not barely forgiven — you are celebrated. The God who could crush you with a word instead SINGS over you with delight. This is the heart of the gospel.
- 2. God is "in your midst" — present, mighty, and saving (v.17). Three realities: He is NEAR (not distant), POWERFUL (not weak), and ACTIVE in salvation (not passive). Whatever you face today, the mighty God is not watching from a distance — He is in your midst, and His power is directed toward your rescue.
- 3. God's future people are humble and trusting (v.12). The remnant God preserves is not the impressive, the powerful, or the self-sufficient — but the "afflicted and poor" who trust in His name. God's kingdom values are the inverse of the world's. Humility is not weakness; it is the entrance requirement for God's restored community.
- 4. The Judge becomes the Singer (contrast 1:15 with 3:17). The same God who declared the "day of wrath" now "rejoices with singing." This is not contradiction — it is completion. God judges sin so that He can restore sinners. The fire purifies so that the love can flow. Judgment is never God's final word for His people; restoration is.
- 5. God transforms shame into renown (vv.19-20). "I will change their shame into praise." Whatever has humiliated you, God promises to reverse it. The very places of your deepest disgrace will become the platforms of your greatest praise. Wait for His timing.
