Revelation — Chapter 17

1And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters:

2With whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication.

3So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.

4And the woman was arrayed in purple and scarlet colour, and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication:

5And upon her forehead was a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH.

6And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.

7And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.

8The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.

9And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.

10And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.

11And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

12And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.

13These have one mind, and shall give their power and strength unto the beast.

14These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.

15And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues.

16And the ten horns which thou sawest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.

17For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.

18And the woman which thou sawest is that great city, which reigneth over the kings of the earth.

1And there came one of the seven angels that had the seven bowls, and spake with me, saying, Come hither, I will show thee the judgment of the great harlot that sitteth upon many waters;

2with whom the kings of the earth committed fornication, and they that dwell in the earth were made drunken with the wine of her fornication.

3And he carried me away in the Spirit into a wilderness: and I saw a woman sitting upon a scarlet-colored beast, full of names of blasphemy, having seven heads and ten horns.

4And the woman was arrayed in purple and scarlet, and decked with gold and precious stone and pearls, having in her hand a golden cup full of abominations, even the unclean things of her fornication,

5and upon her forehead a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF THE HARLOTS AND OF THE ABOMINATIONS OF THE EARTH.

6And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus. And when I saw her, I wondered with a great wonder.

7And the angel said unto me, Wherefore didst thou wonder? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and the ten horns.

8The beast that thou sawest was, and is not; and is about to come up out of the abyss, and to go into perdition. And they that dwell on the earth shall wonder, [they] whose name hath not been written in the book of life from the foundation of the world, when they behold the beast, how that he was, and is not, and shall come.

9Here is the mind that hath wisdom. The seven heads are seven mountains, on which the woman sitteth:

10and they are seven kings; the five are fallen, the one is, the other is not yet come; and when he cometh, he must continue a little while.

11And the beast that was, and is not, is himself also an eighth, and is of the seven; and he goeth into perdition.

12And the ten horns that thou sawest are ten kings, who have received no kingdom as yet; but they receive authority as kings, with the beast, for one hour.

13These have one mind, and they give their power and authority unto the beast.

14These shall war against the Lamb, and the Lamb shall overcome them, for he is Lord of lords, and King of kings; and they [also shall overcome] that are with him, called and chosen and faithful.

15And he saith unto me, The waters which thou sawest, where the harlot sitteth, are peoples, and multitudes, and nations, and tongues.

16And the ten horns which thou sawest, and the beast, these shall hate the harlot, and shall make her desolate and naked, and shall eat her flesh, and shall burn her utterly with fire.

17For God did put in their hearts to do his mind, and to come to one mind, and to give their kingdom unto the beast, until the words of God should be accomplished.

18And the woman whom thou sawest is the great city, which reigneth over the kings of the earth.

1Then one of the seven angels who had the seven bowls came and spoke to me. “Come,” he said, “I will show you the condemnation and punishment of the great prostitute who sits on many waters,

2with whom the kings of the earth committed sexual immorality and the earth’s inhabitants got drunk with the wine of her immorality.”

3So he carried me away in the Spirit to a wilderness, and there I saw a woman sitting on a scarlet beast that was full of blasphemous names and had seven heads and ten horns.

4Now the woman was dressed in purple and scarlet clothing, and adorned with gold, precious stones, and pearls. She held in her hand a golden cup filled with detestable things and unclean things from her sexual immorality.

5On her forehead was written a name, a mystery: “Babylon the Great, the Mother of prostitutes and of the detestable things of the earth.”

6I saw that the woman was drunk with the blood of the saints and the blood of those who testified to Jesus. I was greatly astounded when I saw her.

7But the angel said to me, “Why are you astounded? I will interpret for you the mystery of the woman and of the beast with the seven heads and ten horns that carries her.

8The beast you saw was, and is not, but is about to come up from the abyss and then go to destruction. The inhabitants of the earth—all those whose names have not been written in the book of life since the foundation of the world—will be astounded when they see that the beast was, and is not, but is to come.

9(This requires a mind that has wisdom.) The seven heads are seven mountains the woman sits on. They are also seven kings:

10five have fallen; one is, and the other has not yet come, but whenever he does come, he must remain for only a brief time.

11The beast that was, and is not, is himself an eighth king and yet is one of the seven, and is going to destruction.

12The ten horns that you saw are ten kings who have not yet received a kingdom, but will receive ruling authority as kings with the beast for one hour.

13These kings have a single intent, and they will give their power and authority to the beast.

14They will make war with the Lamb, but the Lamb will conquer them, because he is Lord of lords and King of kings, and those accompanying the Lamb are the called, chosen, and faithful.”

15Then the angel said to me, “The waters you saw (where the prostitute is seated) are peoples, multitudes, nations, and languages.

16The ten horns that you saw, and the beast—these will hate the prostitute and make her desolate and naked. They will consume her flesh and burn her up with fire.

17For God has put into their minds to carry out his purpose by making a decision to give their royal power to the beast until the words of God are fulfilled.

18As for the woman you saw, she is the great city that has sovereignty over the kings of the earth.”

1One of the seven angels who had the seven bowls came and spoke with me, saying, “Come here. I will show you the judgment of the great prostitute who sits on many waters,

2with whom the kings of the earth committed sexual immorality; and those who dwell in the earth were made drunken with the wine of her sexual immorality.”

3He carried me away in the Spirit into a wilderness. I saw a woman sitting on a scarlet-colored beast, full of blasphemous names, having seven heads and ten horns.

4The woman was dressed in purple and scarlet, and decked with gold and precious stones and pearls, having in her hand a golden cup full of abominations and the impurities of the sexual immorality of the earth.

5And on her forehead a name was written, “MYSTERY, BABYLON THE GREAT, THE MOTHER OF THE PROSTITUTES AND OF THE ABOMINATIONS OF THE EARTH.”

6I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus. When I saw her, I wondered with great amazement.

7The angel said to me, “Why do you wonder? I will tell you the mystery of the woman, and of the beast that carries her, which has the seven heads and the ten horns.

8The beast that you saw was, and is not; and is about to come up out of the abyss and to go into destruction. Those who dwell on the earth and whose names have not been written in the book of life from the foundation of the world will marvel when they see that the beast was, and is not, and shall be present.

9Here is the mind that has wisdom. The seven heads are seven mountains on which the woman sits.

10They are seven kings. Five have fallen, the one is, the other has not yet come. When he comes, he must continue a little while.

11The beast that was, and is not, is himself also an eighth, and is of the seven; and he goes to destruction.

12The ten horns that you saw are ten kings who have received no kingdom as yet, but they receive authority as kings, with the beast, for one hour.

13These have one mind, and they give their power and authority to the beast.

14These will war against the Lamb, and the Lamb will overcome them, for he is Lord of lords, and King of kings, and those who are with him are called chosen and faithful.”

15He said to me, “The waters which you saw, where the prostitute sits, are peoples, multitudes, nations, and languages.

16The ten horns which you saw, and the beast, these will hate the prostitute, will make her desolate, will strip her naked, will eat her flesh, and will burn her utterly with fire.

17For God has put in their hearts to do what he has in mind, to be of one mind, and to give their kingdom to the beast, until the words of God should be accomplished.

18The woman whom you saw is the great city, which reigns over the kings of the earth.”

Summary

The great prostitute Babylon rides a scarlet beast, drunk with the blood of the saints — she represents the world system of false religion and political power opposed to God, and the ten horns will ultimately turn against her and burn her with fire.

Authorship & Background

Author: The Apostle John (see Chapter 1 notes for full details).
Historical Context: Chapters 17-18 expand on Babylon's judgment (introduced in 14:8 and 16:19). Chapter 17 reveals "Mystery Babylon" — the great prostitute who represents the world's false religious/political system. She rides the beast (the Antichrist) but is ultimately destroyed by him. The chapter uses symbolic imagery to depict the relationship between false religion, political power, and their mutual destruction.
The Great Prostitute (vv.1-6): She sits on "many waters" (peoples/nations, v.15). Kings committed fornication with her (v.2). She rides a scarlet beast with seven heads and ten horns (v.3). Dressed in purple/scarlet, adorned with gold/jewels, holding a golden cup full of abominations (v.4). Her name: "MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS" (v.5). Drunk with the blood of saints (v.6).
The Mystery Explained (vv.7-18): The beast "was, and is not, and shall ascend" (v.8). Seven heads = seven mountains/kings (vv.9-10). The beast is an eighth king (v.11). Ten horns = ten kings who give power to the beast (vv.12-13). They war against the Lamb — and the Lamb overcomes (v.14). The ten kings turn on the prostitute and destroy her (vv.16-17). The woman = "that great city, which reigneth over the kings of the earth" (v.18).

  • Enduring Word (David Guzik): enduringword.com Guzik covers the prostitute's identity, the beast, the seven heads/ten horns, and the Lamb's victory.
  • Charles Spurgeon: Sermon: "King of Kings" on v.14 (MTP Vol. 20, No. 1196) "The Lamb shall overcome them — not the Lion (though He is that too) but the Lamb. He overcomes by sacrifice, by love, by blood. And He is Lord of lords and King of kings — supreme over every authority. The world's kings make war against Him — and lose. Always. Every time. The Lamb wins."

Reflection

  • 1. "The Lamb shall overcome them" (v.14). No matter how powerful evil appears, the Lamb wins. Does this give you confidence when the world seems to be winning?
  • 2. "God hath put in their hearts to fulfil his will" (v.17). Even evil serves God's purposes. Can you trust His sovereignty when you can't see His plan?
  • 3. "Come out of her, my people" (18:4, previewing the next chapter). Are you entangled with "Babylon" — the world system? Where do you need to separate?
  • 4. Those with the Lamb are "called, and chosen, and faithful" (v.14). Are you faithful? Calling and choosing are God's work; faithfulness is your response.
