1Then we turned, and took our journey into the wilderness by the way of the Red sea, as the LORD spake unto me: and we compassed mount Seir many days.

2And the LORD spake unto me, saying,

3Ye have compassed this mountain long enough: turn you northward.

4And command thou the people, saying, Ye are to pass through the coast of your brethren the children of Esau, which dwell in Seir; and they shall be afraid of you: take ye good heed unto yourselves therefore:

5Meddle not with them; for I will not give you of their land, no, not so much as a footbreadth; because I have given mount Seir unto Esau for a possession.

6Ye shall buy meat of them for money, that ye may eat; and ye shall also buy water of them for money, that ye may drink.

7For the LORD thy God hath blessed thee in all the works of thy hand: he knoweth thy walking through this great wilderness: these forty years the LORD thy God hath been with thee; thou hast lacked nothing.

8And when we passed by from our brethren the children of Esau, which dwelt in Seir, through the way of the plain from Elath, and from Ezion-gaber, we turned and passed by the way of the wilderness of Moab.

9And the LORD said unto me, Distress not the Moabites, neither contend with them in battle: for I will not give thee of their land for a possession; because I have given Ar unto the children of Lot for a possession.

10The Emims dwelt therein in times past, a people great, and many, and tall, as the Anakims;

11Which also were accounted giants, as the Anakims; but the Moabites call them Emims.

12The Horims also dwelt in Seir beforetime; but the children of Esau succeeded them, when they had destroyed them from before them, and dwelt in their stead; as Israel did unto the land of his possession, which the LORD gave unto them.

13Now rise up, said I, and get you over the brook Zered. And we went over the brook Zered.

14And the space in which we came from Kadesh-barnea, until we were come over the brook Zered, was thirty and eight years; until all the generation of the men of war were wasted out from among the host, as the LORD sware unto them.

15For indeed the hand of the LORD was against them, to destroy them from among the host, until they were consumed.

16So it came to pass, when all the men of war were consumed and dead from among the people,

17That the LORD spake unto me, saying,

18Thou art to pass over through Ar, the coast of Moab, this day:

19And when thou comest nigh over against the children of Ammon, distress them not, nor meddle with them: for I will not give thee of the land of the children of Ammon any possession; because I have given it unto the children of Lot for a possession.

20(That also was accounted a land of giants: giants dwelt therein in old time; and the Ammonites call them Zamzummims;

21A people great, and many, and tall, as the Anakims; but the LORD destroyed them before them; and they succeeded them, and dwelt in their stead:

22As he did to the children of Esau, which dwelt in Seir, when he destroyed the Horims from before them; and they succeeded them, and dwelt in their stead even unto this day:

23And the Avims which dwelt in Hazerim, even unto Azzah, the Caphtorims, which came forth out of Caphtor, destroyed them, and dwelt in their stead.)

24Rise ye up, take your journey, and pass over the river Arnon: behold, I have given into thine hand Sihon the Amorite, king of Heshbon, and his land: begin to possess it, and contend with him in battle.

25This day will I begin to put the dread of thee and the fear of thee upon the nations that are under the whole heaven, who shall hear report of thee, and shall tremble, and be in anguish because of thee.

26And I sent messengers out of the wilderness of Kedemoth unto Sihon king of Heshbon with words of peace, saying,

27Let me pass through thy land: I will go along by the high way, I will neither turn unto the right hand nor to the left.

28Thou shalt sell me meat for money, that I may eat; and give me water for money, that I may drink: only I will pass through on my feet;

29(As the children of Esau which dwell in Seir, and the Moabites which dwell in Ar, did unto me;) until I shall pass over Jordan into the land which the LORD our God giveth us.

30But Sihon king of Heshbon would not let us pass by him: for the LORD thy God hardened his spirit, and made his heart obstinate, that he might deliver him into thy hand, as appeareth this day.

31And the LORD said unto me, Behold, I have begun to give Sihon and his land before thee: begin to possess, that thou mayest inherit his land.

32Then Sihon came out against us, he and all his people, to fight at Jahaz.

33And the LORD our God delivered him before us; and we smote him, and his sons, and all his people.

34And we took all his cities at that time, and utterly destroyed the men, and the women, and the little ones, of every city, we left none to remain:

35Only the cattle we took for a prey unto ourselves, and the spoil of the cities which we took.

36From Aroer, which is by the brink of the river of Arnon, and from the city that is by the river, even unto Gilead, there was not one city too strong for us: the LORD our God delivered all unto us:

37Only unto the land of the children of Ammon thou camest not, nor unto any place of the river Jabbok, nor unto the cities in the mountains, nor unto whatsoever the LORD our God forbad us.

7For Jehovah thy God hath blessed thee in all the work of thy hand; he hath known thy walking through this great wilderness: these forty years Jehovah thy God hath been with thee; thou hast lacked nothing.

8So we passed by from our brethren the children of Esau, that dwell in Seir, from the way of the Arabah from Elath and from Ezion-geber. And we turned and passed by the way of the wilderness of Moab.

9And Jehovah said unto me, Vex not Moab, neither contend with them in battle; for I will not give thee of his land for a possession; because I have given Ar unto the children of Lot for a possession.

20(That also is accounted a land of Rephaim: Rephaim dwelt therein aforetime; but the Ammonites call them Zamzummim,

21a people great, and many, and tall, as the Anakim; but Jehovah destroyed them before them; and they succeeded them, and dwelt in their stead;

22as he did for the children of Esau, that dwell in Seir, when he destroyed the Horites from before them; and they succeeded them, and dwelt in their stead even unto this day:

23and the Avvim, that dwelt in villages as far as Gaza, the Caphtorim, that came forth out of Caphtor, destroyed them, and dwelt in their stead.)

34And we took all his cities at that time, and utterly destroyed every inhabited city, with the women and the little ones; we left none remaining:

35only the cattle we took for a prey unto ourselves, with the spoil of the cities which we had taken.

36From Aroer, which is on the edge of the valley of the Arnon, and [from] the city that is in the valley, even unto Gilead, there was not a city too high for us; Jehovah our God delivered up all before us:

37only to the land of the children of Ammon thou camest not near; all the side of the river Jabbok, and the cities of the hill-country, and wheresoever Jehovah our God forbade us.

1Then we turned and set out toward the wilderness on the way to the Red Sea just as the Lord told me to do, detouring around Mount Seir for a long time.

2At this point the Lord said to me,

3“You have circled around this mountain long enough; now turn north.

4Instruct these people as follows: ‘You are about to cross the border of your relatives the descendants of Esau, who inhabit Seir. They will be afraid of you, so watch yourselves carefully.

5Do not be hostile toward them, because I am not giving you any of their land, not even a footprint, for I have given Mount Seir as an inheritance for Esau.

6You may purchase food to eat and water to drink from them.

7All along the way I, the Lord your God, have blessed your every effort. I have been attentive to your travels through this great wilderness. These 40 years I have been with you; you have lacked nothing.’”

8So we turned away from our relatives the descendants of Esau, the inhabitants of Seir, turning from the route of the rift valley which comes up from Elat and Ezion Geber, and traveling the way of the wilderness of Moab.

9Then the Lord said to me, “Do not harass Moab and provoke them to war, for I will not give you any of their land as your territory. This is because I have given Ar to the descendants of Lot as their possession.

10(The Emites used to live there, a people as powerful, numerous, and tall as the Anakites.

11These people, as well as the Anakites, are also considered Rephaites; the Moabites call them Emites.

12Previously the Horites lived in Seir, but the descendants of Esau dispossessed and destroyed them and settled in their place, just as Israel did to the land it came to possess, the land the Lord gave them.)

13Now, get up and cross the Wadi Zered.” So we did so.

14Now the length of time it took for us to go from Kadesh Barnea to the crossing of Wadi Zered was thirty-eight years, time for all the military men of that generation to die, just as the Lord had vowed to them.

15Indeed, it was the very hand of the Lord that eliminated them from within the camp until they were all gone.

16So it was that after all the military men had been eliminated from the community,

17the Lord said to me,

18“Today you are going to cross the border of Moab, that is, of Ar.

19But when you come close to the Ammonites, do not harass or provoke them because I am not giving you any of the Ammonites’ land as your possession; I have already given it to Lot’s descendants as their possession.”

20(That also is considered to be a land of the Rephaites. The Rephaites lived there originally; the Ammonites call them Zamzummites.

21They are a people as powerful, numerous, and tall as the Anakites. But the Lord destroyed the Rephaites in advance of the Ammonites, so they dispossessed them and settled down in their place.

22This is exactly what he did for the descendants of Esau who lived in Seir when he destroyed the Horites before them so that they could dispossess them and settle in their area to this very day.

23As for the Avvites who lived in settlements as far west as Gaza, Caphtorites who came from Crete destroyed them and settled down in their place.)

24“Get up, make your way across Wadi Arnon. Look, I have already delivered over to you Sihon the Amorite, king of Heshbon, and his land. Go ahead—take it! Engage him in war!

25This very day I will begin to fill all the people of the earth with dread and to terrify them when they hear about you. They will shiver and shake in anticipation of your approach.”

26Then I sent messengers from the Kedemoth wilderness to King Sihon of Heshbon with an offer of peace:

27“Let us pass through your land; we will keep strictly to the roadway. We will not turn aside to the right or the left.

28Sell us food for cash so that we can eat and sell us water to drink. Just allow us to go through on foot,

29just as the descendants of Esau who live at Seir and the Moabites who live in Ar did for us, until we cross the Jordan to the land the Lord our God is giving us.”

30But King Sihon of Heshbon was unwilling to allow us to pass near him because the Lord our God had made him obstinate and stubborn so that he might deliver him over to you this very day.

31The Lord said to me, “Look! I have already begun to give over Sihon and his land to you. Start right now to take his land as your possession.”

32When Sihon and all his troops emerged to encounter us in battle at Jahaz,

33the Lord our God delivered him over to us and we struck him down, along with his sons and everyone else.

34At that time we seized all his cities and put every one of them under divine judgment, including even the women and children; we left no survivors.

35We kept only the livestock and plunder from the cities for ourselves.

36From Aroer, which is at the edge of Wadi Arnon (it is the city in the wadi), all the way to Gilead there was not a town able to resist us—the Lord our God gave them all to us.

37However, you did not approach the land of the Ammonites, the Wadi Jabbok, the cities of the hill country, or any place else forbidden by the Lord our God.

2Yahweh spoke to me, saying,

3“You have encircled this mountain long enough. Turn northward.

4Command the people, saying, ‘You are to pass through the border of your brothers the children of Esau, who dwell in Seir; and they will be afraid of you. Therefore be careful.

5Don’t contend with them; for I will not give you any of their land, no, not so much as for the sole of the foot to tread on; because I have given Mount Seir to Esau for a possession.

6You shall purchase food from them for money, that you may eat. You shall also buy water from them for money, that you may drink.’”

Author: Moses. Deuteronomy is the fifth and final book of the Pentateuch, written at the end of the 40 years of wilderness wandering (approximately 1406 BC). Hebrew title: "Devarim" — "Words/Things." Greek title: "Deuteronomion" — "Second Law" (a repetition/expansion of the Law for the new generation). The book consists of Moses' farewell speeches to Israel on the plains of Moab, just before they enter the Promised Land. Moses will not enter with them — these are his final words to the nation he has led for 40 years.
Historical Context: Chapter 2 continues Moses' historical review, covering the thirty-eight years of wandering from Kadesh-barnea to the brook Zered (v.14). This is the "lost generation" — the men of war who were condemned to die in the wilderness. Moses summarizes those decades in a few verses, then focuses on Israel's passage through the territories of Edom (Esau), Moab, and Ammon. God explicitly forbids Israel from attacking these nations because He gave them their lands — Edom to Esau, Moab and Ammon to Lot's descendants. This reveals God's sovereignty over all nations, not just Israel. He distributes land as He wills. The chapter climaxes with the defeat of Sihon king of Heshbon — the first military victory of the new generation, proving that God fights for those who obey Him. The contrast is stark: the previous generation refused to fight when God said "go" and fought when God said "stop." This generation obeys — and wins.
Wandering Around Mount Seir (vv.1-7): After the defeat at Hormah (1:44), Israel turned back into the wilderness "by the way of the Red sea" (v.1) and "compassed mount Seir many days" (KJV) / "traveled around Mount Seir" (ESV). Then God speaks: "Ye have compassed this mountain long enough: turn you northward" (v.3). The wandering is over. God gives instructions for passing through Esau's territory: do not provoke them, do not take their land — "not so much as a footbreadth" (v.5). Buy food and water with money (v.6). The reason: "I have given mount Seir unto Esau for a possession" (v.5). Verse 7 is a remarkable summary: "These forty years the LORD thy God hath been with thee; thou hast lacked nothing."
Passing Through Moab (vv.8-12): Israel passes by Edom via Elath and Ezion-geber, then turns toward Moab (v.8). Same command: "Distress not the Moabites" (KJV) / "Do not harass Moab" (ESV) (v.9) — God gave Ar to the children of Lot. A historical parenthetical (vv.10-12) notes that giants (Emim/Rephaim) formerly lived there but were displaced — just as Israel will displace the Canaanites. God has done this before for other nations.
Thirty-Eight Years Summarized (vv.13-16): The brook Zered marks the boundary. From Kadesh-barnea to Zered: thirty-eight years (v.14). Purpose: "until all the generation of the men of war were wasted out from among the host" (KJV) / "until the entire generation... had perished from the camp" (ESV). Verse 15 is chilling: "the hand of the LORD was against them, to destroy them from among the host, until they were consumed." God's judgment was active, not passive. He did not merely let them die — His hand was against them.
Instructions Regarding Ammon (vv.17-23): Once the old generation is gone, God speaks again (vv.16-17). Same prohibition for Ammon: do not harass them — their land belongs to Lot's descendants (v.19). Another parenthetical about former giant inhabitants: the Zamzummim (v.20), tall as the Anakim, destroyed by God before the Ammonites (v.21). The Avvim near Gaza were displaced by the Caphtorim (Philistines) (v.23). The point: God moves nations and displaces peoples according to His sovereign will.
The Defeat of Sihon (vv.24-37): Now the command changes: "Rise ye up... pass over the river Arnon... I have given into thine hand Sihon the Amorite" (v.24). God will put dread upon the nations (v.25). Moses sends messengers with words of peace (v.26) — offering to pass through peaceably, buying food and water (vv.27-28). But Sihon refuses — "for the LORD thy God hardened his spirit, and made his heart obstinate, that he might deliver him into thy hand" (v.30). God's sovereignty in hardening echoes Pharaoh (Exodus 4:21). Sihon attacks at Jahaz (v.32). God delivers him completely (v.33). Israel takes all his cities and "utterly destroyed" (KJV) / "devoted to destruction" (ESV) every city (v.34). From Aroer to Gilead — "there was not one city too strong for us" (v.36). But Israel obeys the boundary: they do not touch Ammon's territory (v.37).

Reflection

  • 1. "Ye have compassed this mountain long enough" (v.3). God does not intend His people to wander in circles forever. There comes a divine moment when He says: enough — move forward. Are you still circling a mountain God told you to leave behind?
  • 2. "Thou hast lacked nothing" (v.7). Forty years in the wilderness — under discipline — and God still provided everything they needed. His faithfulness is not contingent on our faithfulness. Even in our wandering, He sustains.
  • 3. God is sovereign over all nations (vv.5,9,19). He gave land to Edom, Moab, and Ammon — not just to Israel. God's purposes extend beyond His covenant people. He governs all history, all peoples, all territories.
  • 4. "The hand of the LORD was against them" (v.15). God's judgment is not passive neglect — it is active opposition. When God sets His hand against sin, there is no escape. Yet His judgment is measured: it falls on the guilty generation, not on their children.
  • 5. God hardened Sihon's heart (v.30). Divine sovereignty and human responsibility meet here. Sihon chose to resist; God hardened that choice for His purposes. The same sun that melts wax hardens clay. God's sovereignty does not excuse human rebellion — it uses it.
  • 6. "There was not one city too strong for us" (v.36). When God says "go," no enemy can stand. The generation that feared giants (1:28) is dead. The new generation obeys and conquers. Faith makes the difference between defeat and victory.
